SPRINGFIELD — Digital coupons have become more common, but not all consumers have easy access to them. A new law backed by State Senator Willie Preston will ensure that eligible consumers receive the digital promotions’ benefits when they meet the stated terms.
“With grocery prices rising, every coupon matters for shoppers,” said Preston (D-Chicago). “Increasing the number of coupons that residents can access will help them save money and bring more business to stores at the same time.”
According to the Pew Research Center, nearly one in four adults over the age of 65 say that they need help using digital technology, a statistic that highlights ongoing barriers to app-only promotions. As retail continues to evolve, the law will increase accessibility for everyday transactions.
House Bill 45 will require retailers offering digital promotions to provide an additional way for eligible consumers to redeem them, such as automatic discounts, point-of-sale assistance, receipt submission and QR codes. Additionally, the law will preserve businesses’ flexibility and will not require paper coupons or loyalty programs to change.
“This is simply about accessibility,” said Preston. “The grocery store shouldn’t be an added stressor to people’s already stressful day-to-day lives.”
House Bill 45 was signed into law Friday and goes into effect Jan. 1.
